Join us May 14 to learn about a new resource, the Program for Infant/Toddler Care (PITC) Program Assessment and Reflection System (PARS). This resource supports observation, documentation, and reflection on the quality of care for infants and toddlers in family child care and center-based settings.
The PITC PARS stems from core philosophy and foundational concepts of the PITC, which is recognized nationally and internationally as a leader for research-based information, resources, and strategies that support high quality relationship-based infant/toddler care.
In this webinar, participants will learn about the origins of the PITC PARS and how family child care providers, infant/toddler care program staff, coaches, and others can use this tool to support quality care for children birth to 3-years old.

Presenters
Peter L. Mangione, Ph.D., is the Senior Director of Early Childhood Strategic Initiatives at WestEd. He directs the Program for Infant/Toddler Care (PITC), which is a national model for early childhood professional development that he collaboratively developed with Dr. J. Ronald Lally. Mangione’s projects and publications cover a range of topics including comprehensive approaches to early childhood professional development, relationship-based care for infants and toddlers, and responsive family engagement. He created the PITC PARS observational instrument, co-authored the PITC PARS Instrument Guide, Subscale Guides, and an article for Early Education and Development summarizing the development and psychometrics of the PITC PARS.
Kerry Kriener-Althen, Ph.D., is the Assessment and Research Director for Early Childhood Learning and Development at WestEd. She oversees projects related to program quality assessment, formative child assessment, and formative evaluation of services and policies promoting quality early learning and care. Kriener-Althen co-authored the PITC PARS Instrument Guide, Subscale Guides, and an article about the development and psychometrics of the PITC PARS that was published in the journal Early Education and Development.
Gabriela López is the Senior Director of Research to Practice Measures at the Chan Zuckerberg Initiative. In her previous role at WestEd, López co-authored the PITC PARS Instrument and Subscale Guides, created the initial PITC PARS training approach, and trained the PITC PARS instrument anchors. López also led several large program quality observation projects in the San Francisco Bay Area.
Bianca Reyes is the PITC PARS Lead Trainer and Instrument Anchor at WestEd. Reyes has over 15 years of experience observing infant/toddler care sites, training observers, and anchoring observation reports. She co-authored the PITC PARS Subscale Guides and created the PITC PARS training modules. Reyes is also an affiliate trainer and report anchor for the Infant, Toddler, and PreK CLASS assessment.
