California Special Education Governance and Accountability Study
Description
The California Special Education Governance and Accountability (SEGA) study examines the state’s current governance and accountability structures that support California students with an individualized education program (IEP) with the goals of improving learning outcomes and increasing access to special education services.
The study results led to five recommendations aimed at increasing equity, transparency, and alignment at the local, intermediate, and state levels including clarifying the paths of accountability and support for local school systems.
This report also describes challenges in and opportunities to improve the equitable distribution of special education funding and supports, transparent decision-making and distribution of funds, family and community input in local decision-making, and the alignment of accountability and support structures.
