Dave Phillips leads the Center for IDEA Fiscal Reporting (CIFR), a national technical assistance center funded by the U.S. Department of Education, Office of Special Education Programs, that supports all states in the nation in implementing special education fiscal requirements. Each year, CIFR will respond to hundreds of individual TA requests from state staff, host national and regional conferences, facilitate several communities of practice, and maintain CIFR.wested.org, where dozens of CIFR-developed tools and resources are available.
Phillips’ CIFR role builds on his years of experience developing organizational processes, creating partnerships, and organizing teams to provide effective technical assistance to state agencies on a national scale. He previously held leadership roles in U.S. Department of Education-funded data, research, and TA centers and served in a state agency as the special education data manager.
Phillips received his BA in political science from Montana State University and his MPA from George Mason University.
