How WestEd Supports Migratory Students
WestEd is a nationally recognized leader in improving practices, policies, and processes that better meet the unique needs of migratory students and the professionals who serve them.
Drawing from our expertise in federal guidance and collaboration with local and state Migrant Education Programs (MEP), we conduct evaluations and provide professional learning and technical support to MEP professionals who wish to enhance their program’s identification and recruitment strategies (I&R), continuous improvement implementation, and application of federal guidance and requirements.

Migrant Education Services
The Migrant Education Service (MES) team at WestEd is a nationally recognized leader in supporting educators and professionals to advance the practices, policies, and processes that best meet the unique needs of migratory children and youth. Drawing from our expertise in federal guidance and collaborative work experiences with state and local Migrant Education Programs (MEP), we conduct research, evaluations and provide professional training, technical assistance, and coaching services to education leadership and MEP professionals who wish to enhance their program’s strategies, service planning and delivery, continuous improvement implementation, and application of federal guidance and requirements to improve conditions for migratory children and youth.

Our team consists of experienced professionals with deep knowledge of MEP policies, practices, regulations, and service delivery, and those with extensive and practical experience in organizational development, systems change, research methodologies, evaluation techniques, data analysis and interpretation, and data visualization.
Our Services
Research and Equitable Evaluation Services
Building on our equity framework, our team aims to enhance access to engagement in instructional and support services for migratory children and youth by collaborating with State and Local MEPs to lead research and evaluation studies on various aspects of Migrant Education including the following:
- MEP service delivery outcomes and impact on migratory children and youth
- Implementation and outcomes of federal and state statute on your MEP
- Academic outcomes and trajectories for subgroups of English and Multilingual Learners such migratory students, newcomers, and long-term English Learners
- Promising practices for MEP professionals to support migratory students academically, socially, and emotionally
MEP Re-interview Professional Development and Technical Assistance
These services are designed to provide guidance to state and local education agencies on how to develop and deliver, in accordance with strict federal legislation, rigorous prospective and retrospective re-interviewing processes to verify eligibility for Migrant Education Program (MEP) services and to identify a sound eligibility discrepancy rate for the state that yields useful, valid, and reliable information for the MEP. We offer the following:
- Training and Technical Assistance: Develop and implement training, materials, resources, and coaching support for the MEP professionals responsible for executing the re-interview process in both Train the Team and Train the Trainer models
- Tier II Reviews: Conduct comprehensive Re-interview Tier II Reviews to assess the effectiveness of Identification and Recruitment (ID&R) practices within MEPs that include documentation of areas of strength and those in need of improvement based on the analysis and interpretation of review findings
Systems Change Efforts and Continuous Improvement Services
These services enhance program operations, goals, and outcomes. Our work is intentionally constructed and based on effective models that result in a well-defined problem-solving approach and ensure that program innovations are identified, deeply explored, tested, and implemented with fidelity to bolster activities, processes, and inform decision-making. We can:
- Facilitate and conduct an ID&R Professional Learning Network (PLN) for cadres of professionals to improve recruitment practices by effectively using collaborative inquiry and local data, shared planning, and problem-solving techniques to address problems of practice,
- Build organizational capacity in data literacy and support with implementation of a robust continuous improvement infrastructure,
- Design and deliver systemic continuous improvement cycle opportunities (i.e., Comprehensive Needs Assessments, State Service Delivery Planning) ensuring alignment with state education agencies (SEA) and Office of Migrant Education (OME) priorities, resources, operations, goals, and outcomes, to meet the needs of our diverse of MEPs, and
- Develop, design, and implement evaluation-related support activities including virtual and offsite evaluation activities (e.g., conducting interviews, focus groups, observations, and disseminating surveys).
Specialized Professional Development and Technical Assistance
This comprehensive service model is designed to deepen professional understanding of MEP topics so activities are replicable and sustainable. Our team can offer the following services:
- Offer consultation and coaching services to state, local, and regional professionals to identify and implement education practices that result in improved program quality
- Develop and implement training, networked learning, and technical assistance to provide deep and reflective learning among professionals across any MEP area (e.g., federal MEP ID&R policies and reporting requirements, child count reconciliation, MSIX reports, etc.)
Development of Materials, Toolkits and Guidance Documentation
These services are designed to provide information, understanding, or general interpretation and application of federal rules and regulations that result in equitable educational opportunities for migratory children and youth. Our policy experts can:
- Create high-quality training materials, toolkits, briefs, reports, and other resources specifically tailored to migratory students, and
- Produce compelling guidance documentation to outline expectations, raise awareness, and motivate professionals to take action in supporting migratory students.
Professional Learning Network Profiles Series
We provide technical assistance and support to the California Department of Education (CDE) to cultivate the highest quality identification and recruitment (I&R) practices across the state for the Migrant Education Program.
The goal of the MEP is to ensure that all migratory children and youth reach challenging academic standards and graduate with a high school diploma (or complete a High School Equivalency Diploma) that prepares them for responsible citizenship, further learning, and productive employment.
