English Learner & Migrant Education Services

Quality Teaching for English Learners (QTEL) is WestEd’s signature professional learning service for English Learners. QTEL understands that the best way to support students is to build capacity in their educators. Therefore, our main goal is to promote the kind of expertise in educators that allows them to support English Learners and Multilingual Learners as they simultaneously develop disciplinary, conceptual, and language practices across all content areas and grade spans.

We invite educators to first recognize students’ assets and capabilities and subsequently implement the shifts in their own thinking and practice that are necessary to support students to realize their full and immense potential. That is why we base our approach to professional learning on sociocultural and sociolinguistic theories of learning with a particular emphasis on the central role of language in the learning process.

Educators find the professional learning experiences we create practical, compelling, and classroom-friendly as they translate what they learn across various disciplinary contexts. Our professional learning services can be customized to address the specific needs of your school or district and to help PK-12 educators meet the needs of English Learners at any stage of language acquisition.
